A detailed essay, both critical and anecdotal, investigating the degree to which Canadian art bureaucracy shapes the identity and works of Canadian artists. The essay defines a common plight unifying all Canadian artists as "Arts Bureaucracy Angst," and provides a historical synopsis of arts funding in the 1990s from municipal to national levels, related propagandic responses from neo-conservative agendas, and at the core, the underfunded and vulnerable state of the artist.
