In contemporary Chile, state torture has been a form of social control and is used by the military to create a climate of fear which silences any democratic opposition to government policies or police brutality. Victims of torture are sometimes chosen randomly off the street, at other times for their activities with unions or people's organizations.
Hernan Castro, a well known Chilean filmmaker now exiled in Europe, interviews Chilean refugees at the Belgian Centre for Torture Victims.
Through their personal tales we learn more about contemporary torture and the rehabilitation that is helping them rebuild their lives.
